Norman uses a special tone to access Jesse's answering machine remotely. The technology was invented already in the 1940's but the feature wasn't commercially available until in later models.
After this episode, the show went on a two-month hiatus and then changed time slots from Friday at 9 p.m. to Thursday at 8 p.m. Because of disappointing ratings, it was obvious that the network would not renew the show for another season. Apparently there was no room left for yet another "super vehicle" series after Knight Rider and Airwolf.

It would be years before Dan's patented "butt cheek recognition system" would replace the answering machine tone.
