This looks like Future Bike Simulator which was released by Hi Tec software (and rarely loads on the emulator I have).
Just looks like someone has hacked the loading screen and changed it's name for some reason.

Ah, clever, though I don't know quite why they bothered ... I didn't think I had missed a new Street Hawk game somehow.

There are some fanboys of older games machines that still make games for them.
There are people that still make spectrum games for starters.
Could be that this is a fan game, made after the Atari ST stopped production. There's no record of this game on any of the Atari ST sites.
Also, I remember when I had my Speccy, I used to buy Sinclair User and they would have tapes come with the magazine. Sometimes, one of the programs on the tape was just a HI FI (or MIDI) demonstration with a static digitised picture and/or scrolling, flashy text.
Apparently, they did these demo's on the 16 bit machines (Amiga/ST) so it's possible that the Street Hawk thingy you posted is not even a game, just a sound/graphics demo.
Note: they spelt Jesse "Mach" as Jesse "Mack"...the fools!

You'll need to scroll down to read the comments. What are the links - sound files or something? I can't get them to do anything.
